Sheriff\'s K9 Nationally Recognized HAMMOND – Tangipahoa Parish Sheriff, Daniel Edwards, proudly announces that Sgt. Steven Redmond along with his K9 companion Bart ranked third in the nation at the 2009 USPCA K9 trials in Des Moines, Iowa.
Sgt. Redmond and Bart competed against the best of the best K9 duo’s from around the Country at the 2009 National US Canine Police Dog 1 Certification Trials in September. Redmond and Bart placed third in the nation in the field of obedience and took home the Excellence Award for achieving an overall score of 619. This score places Sgt. Redmond and TPSO K9 Bart in the “top 25” of the 94 teams that participated in the trials.

Criminalistic Excellence Award The Tangipahoa Parish Sheriff’s Office would like to formally acknowledge Deputy Mike Dean Jr. and his K 9 companion Emir for being presented with the Criminalistic Excellence Award by the United States Police Canine Association for catch of the first quarter for 2009. Deputy Dean and K 9 Emir were recognized with this award because of their outstanding performance in the detection and prevention of crime. This is the second time since 2008 that Deputy Dean and K 9 Emir have been honored with this award.
Deputy Mike Dean Jr. and Emir and counterparts of the TPSO K9 Unit recently participated in the USPCA Region 10 Canine Certifications and trials in Monroe, LA. We are proud to announce that Deputy Mike Dean Jr. with Emir place eighth in the event and TPSO Sgt. Steven Redmond and Bart placed ninth. This is a great accomplishment and we are so proud of the entire team. Also participating and certifying in the event were Sgt. Tommy Ferrand and Kazon, Deputy Henry Neihaus and Trigger. Our newest team member Deputy Albert Sharp and Titan also participated. Countless hours of time and training went into preparing for these certifications.
TPSO K9 Unit Receives National Certifications
HAMMOND, LA – Sheriff Daniel Edwards of the Tangipahoa Parish Sheriff’s Office acknowledges Sgt. Steven Redmond and Deputy Henry Neihaus for their outstanding performance at the United States Canine Association’s National Narcotics Field Trials. The USPCA is the oldest and largest organization to certify and set standards for service dogs in the world.
Sgt. Redmond, Deputy Neihaus and their K9 companions Bart and Trigger set off to Colorado Springs to participate in the rigorous hands on field trials to compete nationally with the “best of the best” K9 duos in the law enforcement community. We are proud to report that both Sgt. Redmond / K9 Bart and Deputy Neihaus/Trigger completed the certification and returned to the Tangipahoa Parish Sheriff Office with two of the first Nationally Certified Narcotic’s Dogs in the history of our Parish. “Please make no mistake, this certification is very demanding and it is not easy. It takes hundreds of training hours and a commitment to hard work to obtain this certification.” Edwards states. “But so does the work they do every day.” he continues. Sgt. Redmond and K9 Bart are also among the very few in the country that are both nationally certified in Narcotics Detection and Patrol Work.

Each quarter an officer is recognized by the United States Police Canine Association and presented with an Award of Excellence for their performance case of the quarter. In 2008, three TPSO Deputies received this award. Sgt. Steven Redmond, Sgt. Tommy Ferrand and Deputy Mike Dean Jr. represent the Tangipahoa Parish Sheriff’s Office in three of the four awards presented throughout the year.

TPSO Arrest TX Man For Pointing A Gun At Deputy
HAMMOND, LA - Sheriff Daniel Edwards of the Tangipahoa Parish Sheriff’s Office reports that on December 26, 2008, Chase Joseph Roussell-23 of 1502 Bent Tree Drive of Killeen, TX was arrested for pointing a gun at a Deputy and leading the TPSO on a high speed chase through the streets of Hammond.
That same evening, Deputies David Copeland, John Eady and Lt. Richard Lindsay were working a detail at Club Escalade located at 1506 Corbin Rd. in Hammond, LA. Due to an unruly crowd, the owner decided to shut the bar down at midnight. TPSO Deputies worked the parking and directing traffic as the large crowd exited. During this time, Dy. Copeland noticed a white Cadillac bearing a Texas plate parked in the middle of the driveway playing loud music and blocking traffic from exiting the club. Dy. Copeland and Lt. Lindsey approached the vehicle to make contact with the driver. As they approached the vehicle, Dy. Copeland noticed that the driver’s side window was rolled partially down. As he shinned his flashlight into the vehicle, he observed a b/m, later identified as Chase Joseph Roussell, sitting in the driver’s seat. Dy. Copeland gave the suspect a loud verbal command "sheriffs office, turn the music down". Dy. Copeland then noticed the suspect pull a small black semi-automatic handgun from his lap with his right hand and level the weapon in Dy. Copeland's direction. At this time, Lt. Lindsay tried to enter the vehicle from the passenger’s side doorway. Russell then put the vehicle in drive and sped away at a high rate of speed heading to the west side of the bar. Assisting units fled after the suspect chasing him through the areas of Natchez St, West Thomas and eventually to the Tangi Lanes Bowling Alley. After crashing his vehicle into the bowling alley, Russell jumped out of his vehicle and fled on foot behind the building. TPSO Deputies established a perimeter around the building. Knowing that the suspect may still be armed, Sgt. Finn called for Deputy Mike Dean Jr. and his K9 companion Emir for assistance.
Upon arrival, Dy Dean Jr. and Emir began to track for the suspect. A short time later, Dy. Dean advised units that TPSO K9 Emir had tacked the suspect to a residence located on Scanlan Lane. K-9 Emir tracked along the north side of a near by residence and crossed the road headed eastbound. Dy's could see spots of blood along the track and continued to track the suspect under a carport at a residence on Scanlan Lane. They continued to observed blood along side a parked vehicle and on the front door of the residence. Deputies believe that the blood spots were the result of injuries the suspect received from his car crashing into the bowling alley. Deputies then observed the suspect sitting between the car and wall of the house. Dy Dean Jr went to the rear of the car and began giving the suspect loud verbal commands, "sheriff's office k-9 show your hands or the dog will bite you!” Dy Dean Jr. did not receive a response from the suspect. Dy Dean Jr. then observed that the suspect had his hands concealed form view. Dy Dean Jr. again gave several loud verbal commands for the suspect to show his hands. The suspect looked at Dy Dean Jr and rolled towards his hands which were still concealed from view. Dy Dean Jr. fearing that the suspect was going for his weapon deployed K-9 Emir to apprehend the suspect. K-9 Emir engaged and successfully apprehended Roussell. Dy Albert Sharp then handcuffed the suspect and Dy Dean Jr gave K-9 Emir a loud verbal command to release the bite and K-9 Emir complied with the commands.
Acadian ambulance service was dispatched to the location to treat the suspect for injuries. Upon there arrival they transported the suspect to Lallie Kemp hospital for medical treatment. Deputies then searched the area and found several articles of clothing, a 9mm pistol and 8 live rounds in the magazine. All of these items were placed into evidence. Once the suspect was treated and released from the hospital, he was transported to the TPSO Jail where he was properly booked and taken into custody.
Chase Joseph Roussell was booked on the following charges:
* Possession of a firearm
* Aggravated assault upon a police officer
* Resisting arrest by flight
* Criminal Damage to property
* Reckless operation of a vehicle
Reserve Division Acknowledged TPSO Acknowledgements

The Reserve Division of the Sheriff’s Office represent annually over fourteen thousand community service hours that positively impact our community.
These gentlemen have a combined tenure of one hundred and five years of service and dedication to the Tangipahoa Parish Sheriff’s Office and to the members of our community. Outstanding Performance Sheriff Daniel Edwards proudly announces that two Tangipahoa Parish Sheriff’s Office Detectives have been acknowledged for their superior performance in an investigation which led to the arrest and conviction of Cicero Meyers. Meyers was prosecuted, convicted and is now serving a 12 year prison sentence for robbing an Acting Postmaster in Kentwood, LA. Detective Ray Lentz and Detective Danny Sharked were recognized with Certificates of Appreciation from the U.S. Postal Inspection Service for their extraordinary efforts in assisting with the investigation which led to Meyers arrest.
On March 20, 2008, Detectives Lentz and Sharkey responded to a Louisiana Post Office in Kentwood, LA regarding the armed robbery of an Acting Postmaster. Their investigation revealed that an armed suspect vaulted the counter line and robbed the U.S. Postal Service for funds totaling approximately $200.00. Manuel Gonzalez – Latimer, the Inspector In Charge from the Houston Division of the U.S. Postal Services states that the experience and investigative skills demonstrated by these two Detectives significantly contributed to the apprehension, federal persecution and conviction of Cicero Meyers. Their contribution to the investigation played an instrumental role in the success of the conviction.
“We take great pride in knowing that Detectives Lentz and Sharkey are part of the TPSO family” Edwards’s states. They are an asset to the Department and are greatly appreciated.

Sgt. Ferrand and Kazon Acknowledgement Hammond, LA - Sheriff Daniel Edwards of the Tangipahoa Sheriff’s Office is proud to announce that Sgt. Tommy Ferrand and his K9 companion, Kazon were presented with the Criminalistic Award of Excellence in recognition for their outstanding performance in the detection and apprehension of a suspect that took place on 9.20.08.
On 09-20-08, TPSO Sgt. Thomas Ferrand, along with K9 companion Kazon, was requested to assist neighboring parishes in pursuit of a stolen vehicle. St. Charles and St. John’s Parish Sheriff’s Office’s were in pursuit of a stolen vehicle traveling north bound on I-55 that was approaching the Tangipahoa Parish Line. The stolen vehicle intentionally struck a St. Charles Parish Sheriff’s Office marked vehicle after a routine traffic stop.
TPSO Sgt. Ferrand immediately drove to the north end of I-55 and Hwy 51 waiting for the vehicle to arrive. Moments later, Sgt. Ferrand was advised that the vehicle crashed on I-55 just south of the St. John's/Tangipahoa Parish line. Sgt. Ferrand was also made aware that the suspect exited the vehicle, jumped off of the bridge into the water, and then entered a wooded area between I-55 and Hwy 51. TPSO Sgt. Ferrand proceeded toward the parish line to assist the other agencies. Upon arrival, Sgt. Ferrand was advised that the suspect was a black male wearing a black shirt and black pants. At this time, it was unknown if the suspect had any weapons on his person. TPSO Sgt Ferrand along with K-9 Kazon, Sgt. M. Folse of the St. Charles SO and Dy. J.C. Navarro of the St. John SO, entered the wooded area in search of the suspect. Sgt. Ferrand and K9 Kazon made their way to the last area where the suspect was seen. Upon arrival, Sgt. Ferrand started a track with TPSO K-9 Kazon. Kazon began tracking in a south east direction. K-9 Kazon tracked approx. thirty feet when he gave the alert that someone was near by. Soon after the alert, Sgt. Folse advised that he located the suspect approx. fifteen feet from TPSO K-9 Kazon.
Sgt. Folse began ordering the suspect to show his hands. The suspect failed to comply. TPSO Sgt. Ferrand and K-9 Kazon made their way to Sgt. Folse and observed the suspect lying on the ground with one hand under his body. Sgt. Folse again gave commands to the suspect to "show your hands or the dog will be released to apprehend you". The suspect continued to ignore these requests and was notified that TPSO K9 Kazon was being commanded to assist in his apprehension. Sgt. Ferrand then gave Kazon order to apprehend the suspect. Baham resisted in the apprehension with Kazon resulting in a brief struggle. Moments later, the suspect was detained, escorted out of the wooded area and taken into custody by the St. John’s Parish Sheriff’s Office.
Because of the efforts of Sgt. Ferrand and Kazon, the suspect was taken into custody and off the roadway. This incident took place on K9 Kazon’s first day back on the job after spending several weeks recovering from a previous injury.

The Retirement of Major Randy Pinion Sheriff Daniel Edwards announced today the retirement of Major Randy Pinion, TPSO Jail Warden, after a twenty-eight year career in law enforcement. Pinion began as a deputy in 1980 and worked his way through the ranks. In 1984 he was promoted to Assistant Warden and a short time later, accepted the reigns as Warden.
In his years of service, Major Pinion was dedicated to his profession and the communities in which he served. “Major Pinion is a true role model for the entire law enforcement community”, said Sheriff Edwards. “He understood the purpose of protect and serve and made sure his deputies felt the same”, Edwards continued. His fellow law enforcement partners agree that Randy made a positive impact on all those who worked with him, not only as a leader, but also as a friend. Sheriff Daniel Edwards defines Major Pinion’s character as one of unwavering leadership and unconditional dedication and caring. “He delivered greatness and expected nothing less in return. He touched so many lives here at the Sheriff’s Office over the past twenty-eight years. Tangipahoa Parish is privileged to have had Pinion as its Warden’, said Edwards.
Major Pinion created a legacy at the Sheriff’s Office that will remain always. We will never be able to fill his shoes. His knowledge, strength and passion will continue to resonate within the Department. The commitment and dedication he displayed to his work throughout the years will continue in his honor.

TPSO K 9 Division Sheriff Daniel Edwards proudly announces that the Tangipahoa Parish Sheriff’s Office has the first two nationally certified and accredited K9 companions for our parish. TPSO K9 Bart and K9 Emir participated in the 2008 National Police Dog in Field Trials where Sergeant Steven Redmond and Deputy Mike Dean Jr. had the honor of showcasing the skills and expertise of our highly trained K9 dogs. These gentlemen along with their K9 companions were recognized on their outstanding performance in demonstrating the precise skills needed for the detection and prevention of crime.
In 2004, Sheriff Daniel Edwards initiated the first full time K9 division in the history of the Tangipahoa Parish Sheriff’s Department. Sheriff Daniel Edwards has 4 highly trained; multi purpose K9 dogs who work along side of specially trained deputies. This division also includes one single purpose K9 and two bloodhound dogs. These highly trained K9 teams are used in searches and apprehensions of high risk suspects and narcotic detections. Sheriff Edwards assures that our parish has at least one K9 unit assigned to every shift in order to assist our deputies as well as neighboring parishes at a moments notice.
